Differences between the Operational Policy 18 and the OOSC, Part III concerning inspector directed movements following an out of service order.

Justification or Need

We still occasionally hear from carriers that their drivers are are directed to move a vehicle that has been placed out of service. It must be noted when a driver is told to do so. This will help during an audit if the carrier is asked to explain why the driver moved the vehicle after being placed OOS.

Request for Action

Add the following language to the policy: If the inspector or a representative of the official authority directs that an out of service vehicle be moved under its own motive power for any reason, the inspector shall so indicate in writing, including date and signature, on the out of service notice.
