| Summary of Issue | CVSA Ops Policy 5 BRAKE MEASUREMENTS edit request |
| Justification or Need | The NOTE regarding PBBT tested vehicles in the BRAKE MEASUREMENTS section should be removed, we have found many times when a wheel end passes the PBBT test, but violations still exist. Sometimes that might be a brake out of adjustment, wheels seals, metal on metal, etc. I also think it might create some confusion, and some folks might interpret the NOTE as meaning you do not need to look at the wheel end all together, hence the missing of wheel seals, components missing, etc. Key data is also missing when reviewing DVERs after the fact, if a vehicle passes the PBBT test, there might not be a brake chart on the DVER, since the inspector would not measure or document any of the wheel ends, so we will not know what type of brakes, and or their measurements. This also only address's pushrod travel, so it is not exempting the inspector from documenting electric, hydraulic, and air disc, inspectors are still required to go under the vehicle, and inspect the mechanics and components of the brakes, they might as well document the measurements and type of brake for pushrod. |
| Request for Action | Removal of the PBBT Note. "NOTE: The marking and measuring of pushrod travel is not required if a performance-based brake tester (PBBT) test has been completed." |
