Summary of Issue

A dump truck and trailer were recently stopped for inspection. The inspector found an Air Disc Brake Caliper on the front steering axle of the dump truck in the following condition: - 4 of 6 Air Disc Brake Caliper Mounting Bolts were missing; - 2 of 6 Air Disc Brake Caliper Mounting Bolts were loose. The inspector reviewed the CVSA Out-of-Service Criteria (OOSC) and noted this specific condition is referenced only within Part II, Section 1 a.(6)(b), of the OOSC (20% Criterion), and not under Part II, Section 1 b.(3) of the OOSC (20% Criterion and OOS).

Justification or Need

A commercial vehicle found in this condition may present a significant safety risk due to reduced braking performance on one side of the front steering axle. There may also be a risk if the caliper were to become detached while the vehicle is in motion. The OOSC Part II, Section 1 b.(4)(b), Hydraulic Brakes - (Front Steering Brakes), lists the following condition as both a part of the 20% Criterion and OOS: - "Loose or missing brake caliper mounting bolt."

Request for Action

At present, if a vehicle with more then four service brakes is discovered with a front steering axle brake in a similar condition -and no other defective brakes are identified - the vehicle would not be placed OOS. This matter is being brought forward for discussion within the committee to be determine whether this condition (or a similar condition) should be added to Part II, Section 1 b.(3) of the OOSC (20% Criterion and OOS).
