| Summary of Issue | Section 3 Coupling Devices, Part g. Hitch Systems does not explicitly address drawbar eyes that are incompatible with the pintle hook to which they are coupled. As a result, when a drawbar eye is dimensionally incompatible with the pintle hook it is coupled to, and both components are otherwise in perfect condition, no applicable Out-of-Service violation exists under the current criteria. |
| Justification or Need | This issue occurred during a roadside inspection when a drawbar eye was observed shifting within a pintle hook due to a size mismatch. As force was applied (such as increasing speed, braking, or reversing), the drawbar eye moved inside the pintle hook, and the rear of the trailer visibly dipped, causing the trailer wheels to lock and drag. The trailer continued like this until the drawbar eye returned to its original position. This was caused by large gaps between the hook and the eye, as well as within the hook below the clip. Because section 3.g. explicitly excludes pintle hooks, and the drawbar eye and pintle hook each meet all existing condition-based criteria (no cracks, no missing or ineffective fasteners, no welded repairs, no section reduction, and properly secured), inspectors have no regulatory basis to document a violation or place the vehicle OOS. This exclusion created a gap where an incompatible coupling configuration cannot be addressed, despite the potential for excessive movement, accelerated wear, or unintended disengagement under load. |
| Request for Action | While slight movement within the pintle hook isn't a safety concern, when that movement affects the operability of the trailer to be driven safely, it should be addressed. I request that CVSA review and revise Section 3 - Coupling Devices to address dimensional incompatibility between drawbar eyes and pintle hooks in a manner consistent with the approach previously taken for mismatched coupler, ball, and receiver couplers. This may include removing or modifying the exclusion of pintle hooks in Section 3.G. Hitch Systems, or adding language to Section 3c. or d. clarifying how inspectors should assess and document incompatibility when both components are otherwise compliant. |
