| Summary of Issue | During an inspection on an air disc direct coupled brake. The inspector was able to see and move the brake can along a horizontal plane. The inspector wrote a violation under 393.48(a) for a loose or missing brake chamber or caliper mounting bolt under OOSC reference (6)(b). Reaching out to the manufacturer Bulletin(attached) this movement could be considered normal and should not be marked in violation. |
| Justification or Need | This violation could be inappropriately marked as a violation against the carrier for inspectors who think the air can is loose. |
| Request for Action | Suggest adding pictures and information in attached document to Inspection Bulletin 2018-04 – Air Disc Brake Inspection. This will inform inspectors that horizontal movement of entire componet will require further inspection of the brake with the wheel end off, which can not be performed roadside and not a violation for a loose air can. Suggest adding in OOSC under (6)(b) a "Note" refering to go to Operational Policy 15. Adding to Operational Policy 15 under Brake Systems that Horizontal Movement should not be a violation for a loose air can unless mounting bolts are loose on back of can. |
