| Summary of Issue | Ops 15 2.Cargo Securement (b)(2) and OOSC 2.Cargo Securement Note at end of section. Ops 15 b(2) states that all tiedowns being used (required or not) that has a defect per the defect table is recorded as a violation. OOSC note states that only defects found in the load bearing portion should be OOS. Ops 15 does not say that the defect needs to be in a load bearing portion to be recorded as a violation. A recent discussion had a variety of interpretations on how this is being done roadside. |
| Justification or Need | To ensure tiedown violations are being recorded accurately and to ensure defective tiedowns are not remaining in service even though a defect is not found in the load bearing section at the time of inspection. |
