Summary of Issue

The new Inspection Procedure for the North American Standard Level 1 Light Duty (Hydraulic) Vehicle and Trailer does not have the driver step on the brake while the inspector checks the brake system.

Justification or Need

Just like air brake systems, there are things to check with the brakes released and when they are applied. The OOS criteria has specific violations to check for with the brakes applied, i.e brake hoses and brake system. Also, when the brakes are not applied, you may have some side to side movement of the rotor/caliper. However, when the brakes are applied, you shouldn't have that same side to side movement.

Request for Action

I request that an additional step be added after step 24, but before current step 25 to check the brake system. Something like *new step 25*...Prepare the Vehicle and Check Brake System. -Have driver fully apply brakes and hold. Check for rotor/caliper movement and leaks in brake system. This would make this inspection procedure 29 steps, instead of 28.
