Summary of Issue

Action item 05-016-VEH addressed loose jam nuts and determined that when they interfere with the proper function of the brake they are to be counted towards the 20% in the OOSC. TXDPS advised to cite this under 393.47(a), however loose jam nuts are not mentioned in the OOSC or Ops Policy 15 as being part of the 20% or any other criteria. Part 1.a.(5)(a) refers to missing or broken components under 393.48(a), part 1.a.(5)(b) refers to loose air chamber, spider or camshaft support bracket and 1.a.(5)(c) refers to defective lining conditions.

Justification or Need

Currently loose jam nuts are not referenced in Ops Policy 15 or the OOSC. Clarify violation to be documented in Ops Policy 15 as well as that when defect interferes with the proper function of the brake that it is to be included in the 20% criterion, for uniformity with all jurisdictions and inspectors who may require a more literal explanation.

Request for Action

Add a note under regulatory guidance in Ops Policy 15 addressing loose jam nuts counting towards the OOSC when they interfere with the proper function of the brake and the violation to cite, to ensure uniformity throughout all jurisdictions and with all inspectors. Suggested language: 1.b(xx) When should a loose jam nut be counted towards the 20% criterion in the OOSC and what violation should be documented? ANSWER: A loose jam nut should be counted towards the 20% brake criterion only when it interferes with the proper function of the brake. Cite 393.48(a) if the brake is now defective due to interfering with the proper function (violation) and 396.3(a)(1) if 20% criteria is met (OOS). If the loose jam nut does not interfere with the proper function of the brake, cite 393.47(a). only
