Summary of Issue

To be in the spirit of the new OOS criteria for disconnected electrical cord or service gladhand resulting in the trailer brakes being inoperative, there are similar circumstances that should be considered to include in these new sections. To note, this wouldn't impact Ontario inspections as we always recorded one brake violation per applicable vehicle for inoperative brakes and not one for each brake assembly that didn't work.

Justification or Need

1. Electrical cord disconnected: If the intent was to record one violation for the brakes not working instead of a violation for each brake assembly that is inoperative, should it be considered to include in this section a situation where the power unit does not have an electric brake controller to activate the brakes even if the cord was plugged in? 2. service gladhand disconnected: many trucks/trailers/converter dollies have shut off valves for the gladhand hoses. It happens on occasion where a driver connects the gladhands but forgets to open these valves, having the same impact as a disconnected gladhand as far as inoperative brakes go. Should this situation be included as well in this criteria? Also, some trailers such as a heavy-haul goose neck semi-trailer where the neck is detachable, there are often push/quick-connect couplers in the air lines that are disconnected if removing the neck of the trailer to load equipment. This isn't a "gladhand", but should it also be included?
