Summary of Issue

Uniformity for States to utilize Roadside Verification Codes (OOS Dispositions) indicating what actions were taken to correct an out of service defect. There are States who have no verification codes, some have different types of codes, some who use codes but do not document their legends on the inspection forms, and others that have codes but fail to use them. Below are codes & their legends documented on some roadside inspection forms: A – Repaired at scene B – Towed, escorted to a repair service C – Restricted “NO LONGER USED!” D – Other N - Driver OOS (??) U – Unknown/unverified

Justification or Need

Industry needs uniformity within the states to document Roadside Verification Codes (OOS Dispositions) on their Inspection forms, Officer’s to use these codes to determine action on an Out of Service violation, including Officers documenting location driver was escorted too, or where the driver was allowed movement too. This would assist in limiting non-compliant equipment on the road, reduce DataQ’s from Carriers requesting additional information, and gives Industry uniformity between all States, and offers excellent communication between the Officers/States and Carriers!

Request for Action

Have all States use the same Roadside Verification Codes (OOS Dispositions) and document the Codes, including their legends, on the inspection forms for uniformity. Officers utilize these codes on the action taken for Out of Service Violations. Update same codes for all States, add to the inspection forms with their legends, and use as follows: A – Repaired at scene ** B – Towed, escorted to a repair service – If Escorted Officer documents truck stop, shop, or location ** C – Restricted “NO LONGER USED!” – Reactivate, update name to "Restricted Movement", & use when Officer “Allow driver movement to next exit, next shop, or to a specific location” Officer documents City, or Mile Marker, or Exit Number, or Name of Shop. ** D – Other “SHOULD BE REMOVED/NOT USED” – USE; U - Unknown/unverified should be used if unknown U – Unknown/unverified ** N - Driver OOS - No need for this code as the Officer documents YES in the OOS Column?
