Summary of Issue

In the operational policy statement regarding the Level 1 inspection procedure, it indicates that if more then 20% of the pushrods cannot be measured then the inspection is considered a Level II inspection. It only addresses not measuring brakes with push-rods and does not include other brakes types (disc and electric) or a combination push-rod and disk/electric brakes, which could lead to confusion/inconsistent interpretation.

Justification or Need

A change is necessary to Operational Policy 5 (and any other documents that have that more than 20% pushrod phrase) to ensure the "spirit of the law" matches the "letter of the law".

Request for Action

Change Operational Policy 5 (and any other documents that have that more than 20% pushrod phrase) to say: "If more than 20% of brakes cannot be inspected, then the inspection level would not be considered a Level 1 inspection and shall be identified as a Level II inspection."
