Summary of Issue

"Hazard lamp when activated on a road side inspection" When one light on the front or rear flashes and the other does not activate or flash simultaneously during an inspection. In my opinion this would be coded under 393.19 Hazard warning signals . They should operate independently of the ignition or equivalent switch and when activated cause all turn signals required by 393.11 to flash simultaneously. As an inspector our training staff is instructing us to code this as a required lamp 393.9. If this is the case than 393.19 needs removed or re-worded. There is no need for an inspector at road side to verify if the switch is inoperable or another part of the lighting system is not working. We are verifying that all hazard lights flash simultaneously.

Justification or Need

We as inspectors are being told 393.19 deals with the switch only and not hazards light themselves.

Request for Action

Clarification as to when to use 393.19 vs. 393.9 and if we cannot use 393.19, would recommend the wording be changed for 393.19
