| Summary of Issue | Update to Operational Policy 5 Safety Considerations. There needs to be an addition consideration when an inspector finds a condition on the vehicle that poses a safety issue to the inspector or the public such as but not limited too: Non-manufactured holes in the spring brake chamber, broken lock rings, severely damaged / bulging tires, etc. |
| Justification or Need | During the course of duties during an inspection, an inspector may come across a condition on the vehicle such as a non-manufactured hole in the spring brake housing where if the housing were to fail when the inspector is under the vehicle the inspector could be seriously injured. An update to Ops Policy 5 could provide some further guidance to the inspector if they come across one of these conditions. |
| Request for Action | An additional consideration should be added to Operational Policy 5 - Safety Considerations to read: 13. Never position your body directly behind/beside a component that is defective to the extent that it poses a hazard to the inspector or the public, including, but not limited to, non-manufactured holes in the spring brake chamber, broken lock rings, severely damaged / bulging tires, etc. If a violation poses a hazard to the inspector or the public, the inspection should be limited to a Level II Inspection and the vehicle should be placed out of service. |
