Summary of Issue

Operational Policy 4 - Inspector Training and Certification Operational Policy 4 does not include information regarding the levels of inspection a level II inspector can or cannot conduct, once certified. Operational Policy 4 includes information on levels of inspection that can be conducted with Level I, III and V certifications as follows. Level I - Inspectors who successfully complete this training are qualified to receive a Certificate of Proficiency authorizing them to conduct CVSA North American Standard Level I through V Inspections, and to apply CVSA decals to commercial motor vehicles passing North American Standard Levels I and V Inspections. Level III - Inspectors who successfully complete this training are qualified to receive a Certificate of Proficiency authorizing them to conduct CVSA North American Standard Level III Inspections. Level V - Inspectors who successfully complete this training are qualified to receive a Certificate of Proficiency authorizing them to conduct CVSA North American Standard Level V Inspections and to apply CVSA decals to commercial motor vehicles passing a North American Standard Level V Inspection. Level III and V certification also requires further clarification on which specific levels of inspection they can conduct.

Justification or Need

The levels of inspection that can be conducted by a level II certified inspector needs to be clearly identified in Operational Policy 4 so inspectors know what level of inspection they can conduct if they wish to become level II certified. There is also a need to clarify for level III and V that they can only conduct the levels of inspection identified in Operational Policy 4.

Request for Action

Add the following paragraph after the note in the Level II Certification: Inspectors who successfully complete this training are qualified to receive a Certificate of Proficiency authorizing them to only conduct CVSA North American Standard Level II and Level III Inspections (Level IV Inspections may be conducted if the inspection includes a specific component identified in Level II Inspection Procedure). Add "only" to the current wording for the Level III Certification to clarify that only the levels indicated can be conducted and there is an allowance for level IV inspections: Inspectors who successfully complete this training are qualified to receive a Certificate of Proficiency authorizing them to only conduct CVSA North American Standard Level III Inspections (Level IV Inspections may be conducted if the inspection includes a specific component identified in Level III Inspection Procedure).
