| Summary of Issue | Operation Policy 5 describes the location of a CVSA decal on trailing units as: The location for affixing a CVSA decal on trailing units (trailers, full trailers, semi-trailers, converter dollies, etc.) shall be on the lower right corner as near to the front as possible. and Cargo tanks as: The location for a CVSA decal on a cargo tank semi-trailer shall be at eye-level near the right front of the cargo tank. |
| Justification or Need | Location descriptions for Power Unit, straight truck and passenger-carrying vehicle clearly state 'passenger' for either side or door for location of decal. The trailing unit and cargo tank description could be interpreted as 'front of trailer, right side' and the decal can then be placed on the drivers side front of a unit on the lower right side. The current CVSA OOS has a diagram on page 96 showing interned location. If an inspector only used Policy 5 (document or pg 82 of OOS) a misinterpretation may occur. |

I suggest adding 'passenger side' as follows: shall be on the passenger-side lower right corner as near to the front as possible. and cargo tank semi-trailer shall be at eye-level on the passenger-side front of the cargo tank |
