Summary of Issue

In the Policy statement regarding the Level 1 Inspection Procedure, it indicates that if more then 20% of the pushrods cannot be measured then the inspection is considered a Level II inspection and no defect should be applied. It does not speak to any other defects found on the brakes such as disc brakes that would count towards the 20% rule.

Justification or Need

In Operational Policy 5 it says that if more then 20% of the pushrods travel can't be measured, it is now a Level II Inspection. No where in the Level I Inspection does it indicate that going under the vehicle is mandatory. It is implied but it doesn't say that you must. It is confusing and it causes management issues. It needs to be clarified if it only applies to pushrod stroke or does it apply to all brake defects at the wheel end.

Request for Action

Operational Policy 5 should say "if more then 20% of the brakes can't be inspected, no decal shall be applied and the inspection will be recorded a Level II Inspection. It should also indicate that the officer has to go under the vehicle in order for the inspection to be a Level I Inspection. Also adjust all the other documents accordingly. Example: Level I Inspection Procedure, Inspection Schematic, OOS, etc.
