| Summary of Issue | Out of Service Criteria - Part III - 3 Bulk Packages does not use Canadian terminology, which causes issues for roadside inspectors/officers. |
| Justification or Need | To help improve uniform application of the out of service condition and avoid any inappropriate conclusions. In Canada TDG Regulations do not reference the term bulk packages, it only references and defines the term "large means of containment". Also the term authorized is not used in Canadian regulatory terminology but rather the term "selection" is used in its place. |
| Request for Action | To amend Part III - Section 3. Bulk Packages, to include Canadian terminology regarding selection of means of containment for the transportation of dangerous goods. 3. BULK PACKAGES/LARGE MEANS OF CONTAINMENT c. Bulk Package Authorization/Selection An out-of-service condition exists when transporting HM/DG in a bulk package/large means of containment not authorized/selected for the material being transported. Unless otherwise indicated herein, specification shortages shall not disqualify an otherwise authorized package. |
