| Summary of Issue | Clarification on a Out-Of-Service Criteria. It has been brought to our attention there is a company in California (DC Trailers of Woodland CA) that is constructing trailers with a double ring ball bearing turn table trailers that are manufactured with five turntable bolts and welds. One of these vehicles was put out of service at our Cordelia CVEF for having less than six effective bolts (page 42 on current OOS criteria). However, in section 49 CFR 393.70 (c), it makes no mention of a minimum number of bolts required when welds are included. |
