Summary of Issue

The issue is in regards to wheel fastener covers for Level VI Point of Origin inspections. Section 13 d. and 13 g. of the Level VI OOS criteria refer to visible elongated bolt/stud holes and loose wheel fasteners respectively. To pass a "defect free" inspection, these items need to be inspected, however this cannot be done properly if the wheel fasteners are equipped with covers. I understand that under the CVSA inspection procedure (hidden component policy) officers are instructed not to remove them and it is acceptable to conduct a Level I inspection.

Justification or Need

To properly inspect wheels, officers must be physically able to touch and see the wheel stud, nut and washer on each wheel as well as visually inspect the wheel for elongated holes. Although acceptable for a Level I inspection, it doesn't seem proper to place a Level VI Point of Origin inspection decal on a vehicle if all required components have not been properly inspected per the Level VI criteria.

Request for Action

I am suggesting one of two options. 1) wheel stud/fastener covers are not allowed on any vehicle transporting Class 7 material that requires a Point of Origin Level VI inspection or 2) officers performing Level VI Point of Origin Inspections be instructed to have the drivers remove the covers prior to the inspection.
