| Summary of Issue | Some questions have resurfaced here recently about load securement issues dealing with concrete pipe. Northern Concrete Pipe Inc. has been hauling loads of bell end pipe with the correct number and size of chain on the load along with the transverse cables front to back, however, crosswise chains on the load were not adjustable. Seemed pretty simple to me until I took time to meet with the carrier and listened to their concerns. Using a binder and making the chain rigid/tight will cause the chain to vibrate during transportation and basically "saw" through the bell ends of the pipes. This causes the load to be rejected, loss of profit, etc... |
| Justification or Need | The carrier is operating with the understanding that you can only use chain to secure concrete pipe. I cannot find that in the FMCSR's. It is printed in the CVSA practical cargo securement guidebook. I understand the guidebook is not the regulations but it seems this is what the carrier is operating under. |
