| Summary of Issue | I am a Level VI instructor for Idaho. We do numerous point of origin Level VI inspections. The contract carrier will be hauling the front 2 casks loaded and the rear cask empty for stability reasons. With the TRU-PAC II tiedown system, utilizing the go no-go gauge for compliance, a question arose. The third cask has not been cleaned and purged. It must be marked as EMPTY and the ID number must be displayed of the last commodity shipped. While doing an inspection, would we still hold the third cask to the same go no-go standard as the loaded casks? Would that answer change if all three casks were headed back empty? I lean towards the standards for that tie down system would be the same regardless of its loaded status. |
