Summary of Issue

Use of friction mats transporting metal coils with eyes lengthwise in accordance with Sections 52, 53, and 54 of NSC Standard 10 - Cargo securement. It is unclear of the exact placement of the friction mats. Justification or Need

If friction mats are used to prevent movement of a metal coil transported with the eye lengthwise on vehicle, where should they go? Should they be placed between the trailer deck and cradle/coil bunk? Should they be between the cradle/coil bunk and the coil? Or should they be placed in both locations? The interpretation guide indicates that \"both locations have merit\", but does not clearly say which is acceptable. Problem - If the friction mats are placed between the coil and the cradle, then the coil and cradle could slide as one along the trailer deck. If the friction mats are placed between the cradle and the trailer, then the cradle would stay put but the coil could slide lengthwise in the cradle.
