| Summary of Issue | The recent removal of the HM/DG requirements from Op Policy 5, North American Standard Inspection Levels, Level III (pg 2) and the explanation on the webinar on November 1, 2017 that driver related violations for HM/DG may be documented, the Ops Policy needs to be updated. The last sentence of the Level III Inspection of Op Policy 5 which states: Those items not indicated in the North American Standard Level III Driver/Credential Inspection Procedure shall not be included on a Level III Inspection. This does not allow for any HM/DG violations to be documented. |
| Justification or Need | These two statements have caused much confusion. Are HM/DG to be documented on a Level III inspection? If so, the last sentence of the Level III Inspection section in Op Policy 5 needs to be revised. |
| Request for Action | We recommend that the last sentence of the Level III Inspection of Op Policy 5 (pg 2) be modified to state: Those items not indicated in the North American Standard Level III Driver/Credential Inspection Procedure shall not be included on a Level III Inspection, except for driver related HM/DG violations. |
