| Summary of Issue | It has been proven multiple times in Washington State that a driver shows he had a co-driver but really did not. The driver states that he dropped the co-driver the day before but says he dropped him at a location the day before or the day of the stop. An example was a stop were a driver had been driving on the shoulder several times. A check of his logbook showed he had a co-driver the for the entire trip back east. He stated he dropped the co-driver the night before. There were several discrepancies in his logbook where he was in the sleeper birth for much longer than 10 hours (at one point 24 hours). We were unable to prove or disprove a co-driver and had to let him go. We made several phone calls in an attempt to verify roadside with no answer of the possible co-driver. Several past inspections showed no co-driver's on them. I am requesting a change in the policy/law that would require to show/have the co-driver's logbook in the driver's possession for the prior seven days. This change should also be required for the new ELD law that shows who has been logged into the system for the prior 7 days roadside. |
| Justification or Need | This is not an urgency matter but should be addressed as soon as possible. |
| Request for Action | Require driver's have the co-driver's prior seven days of the their logbooks or the dates the co-driver was with the driver. There should be a change in the future ELD law that allows roadside inspectors to see who had been logged into the system roadside for the prior seven days. |
