| Summary of Issue | Currently the CVSA OOSC section 8 has a heading of Lighting Devices (Healamps, Tail Lamps, Stop Lamps, Turn Signals and Lamps/Flags on Projecting Loads. It is my understanding that the lamps and flags on projecting loads only applies to rear projecting loads. The heading section 8 of the CVSA OOSC does not specify rear projecting loads and could be interpreted to include loads which project in any direction. Quite often inspectors encounter loads that are wider that the hauling vehicle and these loads typically require flags and/or lamps to mark the load that projects past the side of the hauling vehicle. Given how critical inspection items are determined using the headings of the specific sections in the CVSA OOSC, it would be appropriate for an inspector to identify flags/lamps missing on a wide projecting load as a critical CVSA item, and therefore be recorded on a Commercial Vehicle Inspection Report. If this was not the intention of this section to include wide projecting loads then the heading should be changed to reflect that intention. |
| Justification or Need | I don't think there is an urgent need to make this change as it has been like this for some time, but if we want to stay true to how we identify critical inspection items I feel we should update this heading to properly reflect the intention of the section. |
| Request for Action | I would suggest that if the intention of section 8 of the CVSA OOSC was to only include rear projecting loads, that the heading for section eight should read: Lighting Devices (Headlamps, Tail Lamps, Stop Lamps, Turn Signals and Lamps/Flags on Rear Projecting Loads) |
