Clarification of When to Use the Verify Code N=Not Applicable

| Summary of Issue | States are liberally using the “Verify Code N=Not Applicable” to verify the outcome of repairs for Equipment NON-OOS and OOS violations. Officers should not use this code for equipment violations since it is applicable to identify the outcome; i.e. was it repaired at the scene, towed, etc… “U = Unknown” should be used when repairs are unknown to the Officer, as with NON-OOS violations or the Officer leaves the inspection site before OOS repairs are completed. If the Verify Code is “D = Other”, the Officer should documents their notes in a comment section on the Roadside form. Verify Codes currently used: A = Repaired at the Scene B = Towed to Repair Service D = Other (if chosen, document information in the comment section on roadside form) N = Not Applicable (States use this code most times with no explanation! This code should not be used unless it is truly N/A if the violation is on non-equipment or no repair or action is needed) U = Unknown / Unverified (example: officer leaves site before repaired or driver leaves for repairs, as with a non-oos violation) |
| Justification or Need | To confirm what occurred at Roadside it is important for Carrier’s to have a verification of the outcome on equipment repairs. The use and the correct utilization of these legend codes would greatly assist including a reduction of Carrier DATA Q’s for requesting additional information from the Officer. |
| Request for Action | Uniformity between all States to document a Verify Code on Roadside Forms that indicate the repair outcome of an equipment violation; for OOS or NON-OOS. This includes all States using the same Verify Codes as seen above As with Texas, the State's need to have the above Verify Legend Codes documented on the Roadside forms confirming the definitions. |
