Summary of Issue

This issue request relates to issue request # 11-013. The problem of identifying maximum allowable travel of the pushrod has not disappeared because SAE J2899 was created. It is still hard to detect maximum allowable stroke thus creating problems; It's still easy for mechanics to install or replace brake chambers with unmatched max stroke on the same axle. In some instances that could relate to safety concerns Still hard for officer to determine proper maximum stroke thus creating the possibility to wrongly cite a defect or worse for safety, miss a defect. and the identification process for the officer slows down the inspection and time is money for both the government official and the carrier.

Justification or Need

The standard SAE J2899 does solve the problem of identifying maximum allowable stroke of a Brake chamber. Since it is not mandatory to use those chambers when manufacturing or repairing air braked vehicles the issue remains for all involved. After discussion with CMVSS personnal, i understand that CMVSS and FMVSS are not the right place to make SAE J2899 a requirement since those standards are performance oriented. FMCSA CCMTA and CVSA already uses Manufacturing standards tu decite on a violation EX Hydraulic fluid level in the brake system reservoir. those lines are a manufacturing standard.

Request for Action

Since this request will probably be lenghty to complete, i am asking before the brake chambers manufacturers are finished with changing their manufacturing practice. First: Request TTMA to make it a manufacturing standard that SAE J2899 identified brake chambers are used in the manufacturing of air braked vehicles. Second request, after the first request is solved and allowing for a reasonnable grace period, request -FMCSA to amend part 393 subpart C and - -CCMTA to amend standard 11B section 3A so that SAE J2899 identified brakes chambers use is ensured while doing preventive maintenance.
