Summary of Issue

CVSA OOS April 1 2015, Section 9 steering subsection F, OOS if auxiliary power assist cylinder is loose. We have seen instances where the owner has removed the cylinder and capped the lines, I think it would be an honorable mention to the team in CVSA headquarters to include the cylinder missing in the CVSA OOS. The first issue was reported by a fuel hauler (1203) in my area and I directed the vehicle for repair even though at the time the axle was carrying 9100 kg or 20000 lb with 445 tires.

Justification or Need

I personally have seen this twice in 2 years on the auxiliary cylinder attached to the right side steering knuckle. In most cases this cylinder is present on axles rated at 8600 kg 18959 lb and above. The cylinder starts to leak and it is just removed and lines are capped.

Request for Action

I think an OOS condition should be included in Section 9 steering subsection F if the cylinder is missing when required by the OEM.
