| Summary of Issue | While conducting a level I CVSA inspection on a tractor/trailer combination vehicle, I noted the governor cut out at approximately 82 psi and cut in around 70 psi. There was no air loss and the vehicle passed all required tests. I was not able to maintain the required pressure between 90-100 psi for the brake measurements, as the system would not build beyond 82 psi. The pressure read the same on both dash gauges and was verified by the government issued pressure gauges between the tractor and trailer connections. All brakes were within adjustment limits at that pressure. There was nothing in the standard to place the vehicle out of service for this situation. |
| Justification or Need | Potential compromise of vehicle braking capability due to insufficient air pressure. |
| Request for Action | Examine situation for possible out of service criteria developed for improperly function of governor. |
