| Summary of Issue | Operational Policy 5 - Required Repairs for Out-of-Service Notices - under the two mechanical defect conditions outlined in the policy regarding putting the combination OOS and then allowing the power unit to continue, a Trailer Supply Valve should be added to this condition. |
| Justification or Need | If a Tractor Protection System is tested during a Level I and the Trailer Supply Valve does not actuate before 20 psi, the power unit should be allowed to disconnect to have it repaired as it is not required on a single power unit. However, if the tractor protection valve fails to operate when the driver puts his foot on the service brake, the vehicle should remain OOS as it will be leaking with or without a trailer. Currently, officers may be allowing a tractor to proceed with the trailer supply valve OR the tractor protection valve inoperative or faulty. |
| Request for Action | I suggest that under 2. where it addresses the hazardous conditions that will be allowed to continue if the power unit is disconnected from the trailer, that the Trailer Supply Valve be added to paragraph b. Defective trailer supply valve, emergency or service brake hoses, or tubing between tractor and trailer. |
