| Summary of Issue | Current OOSC states that air hose and tube must be worn through the outer reinforcement layer in order to be placed out of service. Clarification needs to be in place for the amount of reinforcement layer worn meets OOS. Tubing has been clarified many times. Rubber hose has not. The most common layers on hose are either steel or nylon braid used as the outer reinforcement layer. How much of this layer needs to be worn? |
| Justification or Need | As a trainer for the Federal NASI Level I program in California, myself and other instructors need to be able to define "worn through" to our students. The departments practice of "worn through" has been to completely break one strand, made up of smaller fibers, in each direction in the nylon netting. Since the netting is two layers in opposite directions the minimum needed to be OOS would be to break two strands one in each direction. Steel braided hoses would then follow the same logic as nylon braided hoses. |
