| Summary of Issue | The NHTSA has mandated a RSD (Reduced Stopping Distance) that all new CMV must meet, but this rule only applies at the time of manufacture by the OEM. There are no rules or regulations that replacement brake part need to be of the RSD design or meet the standards that provide the CMV with the RSD as mandated. This means that the CMV may only perform at the RSD standard until the first replacement of the brake products. This will not only affect drum brakes but also the disk pads may also fall prey to substandard parts that don’t meet the spec’s for RSD. |
| Justification or Need | We need to set a course of action to address this pending safety issue and hopefully in the process can help maintain the integrity of RSD ruling. The driver of the CMV after a brake replacement with non-RSD products; saftey may be in danger because of the vehicle not stopping as it had before with the RSD products installed. |
| Request for Action | Reviewing the replacement parts issue and address how the products can be identified may be one step. For example in addressing issues with roto-chambers we added markings on the pushrod to show stroke and square ports to identify long stroke style chambers so maybe the brake shoes and pads could be tagged in some manner to identify they meet RSD standards. We would also need rules put in place that the RSD standard would have to be maintained on units built after a said date. |
