| Summary of Issue | Federal IT systems should have a mechanism to allow states to recieve daily downloads of all inspection reports, compliance reviews, and crash reports of motor carriers that have a legal address in their state regardless of where the report orginates. |
| Justification or Need | The state of Ohio is developing a system that displays inspection, compliance review and crash reports for Ohio based motor carriers. The system does this by extracting report information from SAFER and then storing each report in a database where carriers, enforcement staff andt he public can access them. The problem with the system is that it is incomplete because it only contains information about inspections, compliance reviews and crash reports generated in Ohio by state agencies. That means when someone views a carrier file they are not getting the entire picture. In the coming months this system will also be expanded to permit carriers to recieve notices of when a new report has been generated in the system. By expanding access to data to include all jurisdictions carrier files will be more complete. |
| Request for Action | FMCSA should implement a system that allows states the ability to recieve inspection report, compliance review and Crash report data from all jurisdictions for any carrier that has a legal address in their state. A specific interface should be established that states can utilize to achieve this with all appropriate certifications, timelines and funding requirements outlined up-front. |
