| Summary of Issue | I conducted a Level 1 inspection on a truck (air brakes)and semi-trailer (electric brakes) combination. An entire wheel assembly, on the trailer, was loose at it's attachment to the axle. It appeared that the bearings were gone. As the combination traveled down the road, the wheel assembly wobbled. During the inspection, the wheel assembly could be moved using one hand. The following Part II - North American Standard Vehicle Out-of-Service Criteria conditions were not an issue: tire/wheel clearance (4b), wheel fasteners (12g) and hubs (12i). |
| Justification or Need | The inspection was completed and repairs were made; there is no urgency in this matter. When looking through the Part II - North American Standard Vehicle Out-of-Service Criteria, this condition is not listed. I, among other inspectors, feel that this condition constitutes an imminent hazard where the wheel assembly was going to detatch from the vehicle at any moment if not corrected. I have a 14.1 MB video file of this condition. The file exceeds my department's e-mail limitation/allowance. I would need an address to send a copy of the video on CD to. |
