| Summary of Issue | Both the US and Canadian Cargo Securement rules for intermodal containers require the integral locking devices to restrain the corners of the containers from moving more that 1.27 cm (1/2in.)forward, rearward and sideways. Roadside enforcement is finding many containers that have a 3cm gap between the twistlock and bottom aperture of the container corner when measure longitudinally. See attached pictures. Industry sources have advised that the bottom aperture hole of the container’s corner fitting is manufactured to an ISO standard length of 4.9 in (12.44cm). The twist lock on the trailer chassis is manufactured to a length of 3.89 in (9.88 cm). This leaves a manufactured longitudinal gap of 2.56 cm. |
| Justification or Need | This requirement needs clarification as to how it was developed and whether it should be used as a violation (and therefore OOS) at roadside. |
| Request for Action | I request a review of this standard to determine if it is valid and/or an explanation of how it should be enforced at roadside. |
