Summary of Issue

The violation in question was brought to my attention from one of our Officers. The following is his concerns and I have attached pictures for the committees review.. Attached are pictures of the hose and fitting found during my inspection. The pictures show a compression fitting on one end of the hose and a barbed fitting at the other end with no clamp or other device used to secure the fitting other than the barbs on the fitting. After talking to Roger Lutz (FMCSA, Iowa office) who then contacted Jeff Woods with NHTSA the determination was made that this is an acceptable connection and complies with 393.45 which references FMVSS No. 106 (49CFR 571.106). According to Jeff Woods this is a common connection used in Europe.

Justification or Need

Since this is in direct conflict with CVSA out of service criteria I feel as though this needs to be addressed and clarified. The criteria that conflicts is: h. Brake hose / tubing section 4 located on page 27 of the April 1, 2011 North American Standard Out of Service Criteria. (4) Improperly joined such as a splice made by sliding the hose ends over a piece of tubing and clamping the hose to the tube. (393.45(a))

Request for Action

Review of the language in the OOS criteria for this issue and clarify if this is a proper connection as indicated by NHTSA.
