| Summary of Issue | The CVSA North American Standard Out-of-Service Criteria (OOSC) - 1.(c) (vii) states ?Lining thickness less than 1/4 inch or to the wear indicator if lining is so marked, measured at the shoe center. (393.47(d)(2)).? Appendix G Standards for the Federal periodic Inspection states the steer or non-steer lining would fail if ?thickness less than 1/4 inch at the shoe center?. Measurement is taken at the top of the lining center down to the bottom of the lining. This includes the 1/4 inch portion of the lining. During a Roadside Inspection, when an Officer is measuring and the lining is at 1/4, the 1/4 inch is the wear mark and still within standard. |
| Justification or Need | Violations and or OOS are being issued when linings are at the 1/4 inch mark or wear indicator when in fact the wear indicator is at the 1/4 inch, therefore the lining is not less than 1/4 inch, thus further clarification is requested if a violation exist. |
