| Summary of Issue | This issue was discussed in the North American Cargo Securement Harmonization Public Forum in both Montreal, QC and San Antonio, TX. The issue revolves around where tiedowns must be located on a load to satisfy the one for every 10 feet rule. The subcommittee agreed that the regulation does not require a tiedown every 10 feet but rather one for every 10 foot of cargo. Some enforcement personel interpret this to mean one of three ways; a tiedown within each 10 feet segment, a tiedown at each 10 foot segment, or a tiedown for every 10 feet in length. |
| Justification or Need | It was discussed that this information could be communicated by updating the regulation, add a \"Note\" to the OOSC, or draft an Inspection Bulletin. It was decided the best location for addressing this issue would be to add a clarification \"Note\" to the OOSC. The subcommittee created draft langauge for consideration. |
| Request for Action | The subcommittee suggests that the following \"Note\" be added to the OOSC after item 7. Securement of Cargo, e. and f. to clarify their position. Tiedowns may be positioned as follows: i) Tiedowns spaced 10 feet (3.04m) apart along the length of the article; or, ii) A tiedown in every 10 foot (3.04m) segment of the cargo; or, iii) To accommodate anchor points or cargo damage considerations, tiedowns may be spaced or grouped at lengths greater or less than 10 feet (3.04 m). |
