| Summary of Issue | The local committee comprised of MCSAP inspectors throughout the U.S. has asked me to present an action item for your review. Currently the North American Out-of-Service Criteria (OOSC), item 10. Tires, b.(8)-(10), indicates that tires found on dual tire sets need to have both tires meet the defects listed in all of item 10. Tires, b. With this requirement it would be feasible for a vehicle to have numerous tire related violations as long as said tires are not mounted together as a dual tire set. It is our position that a criteria such as found with brakes can be instituted to limit this to greater than 20% for tires other than steering. |
| Justification or Need | The need for this change in the OOSC is seen upon the roadways throughout the U.S., Canada, and Mexico. Tire treads which separates from blown tires are large hazards for the CMV industry as well as the passenger vehicles which need to avoid striking the debris. |
