| Summary of Issue | We are starting to see more and more driveaway-towaway operations where (1) there is a towing vehicle and a rear facing towed vehicle connected to each other by means of a trailer \"platform\" which is secured rigidly to the towed vehicle and articulating on the fifth wheel of the towing vehicle, or (2) a towing vehicle pulling one or two saddle mount vehicle(s) and the rear facing towed vehicle as described in (1) above. Most of the time the trailer or \"platform\" connecting the two, as decribed in (1) above, has a lightweight vehicle secured on it. |
| Justification or Need | Clarification is needed on these types of driveaway/towaway operations as far as brakes are concerned. In each one of the examples described above, which wheels in contact with the road surface would be required to have functioning brakes? Would it make a difference if the trailer or \"platform\" connecting the units was laden or not with a lightweight vehicle loaded on it? |
