| Summary of Issue | I would like to explain a situation I had a couple days ago. I inspected a Canadian vehicle. This vehicle was new and had MVSS computer brakes. I noticed an air leak during my inspection. I performed a Level I inspection. On the trailer I found that on the air tank at axle #5, there was a piece of an air valve just hanging. This valve was hanging by a 1/4\" signal line coming from a service line. So when the operator applied the brakes it was bleeding air. I performed an air loss rate test. It just maintained air at an idle. The leak was NOT at a chaffed or broken brake hose. It was not at a proper connection. There is nothing in the current North American Standard Out-of-Service Criteria (OOSC) that references computer brake items. I did release the vehicle because I felt I had no way to deadline the trailer. This vehicle had the ABS brake system. Upon failure of the ABS the vehicle \"Should\" revert back to standard brakes. I believe there should be something in the OOSC that should address this issue. I have been inspecting vehicles for sometime. I wanted to mention this and see if it could be addressed.
