| Summary of Issue | Page 224 of the April 1, 2009 Level VI North American Standard Out-of-Service Criteria (OOSC) and Inspection Procedures indicates that a Level VI out-of-service condition exists \"When ANY of the required placards for a hazard class are missing.\" The April 1, 2009 North American Standard Out-of-Service Criteria (OOSC) indicates that missing placards and placards misrepresenting the hazardous materials being transported are out-of-service conditions. The Level VI OOSC should be changed to include placards misrepresenting the hazardous materials being transported. |
| Justification or Need | The Level VI OOSC should be changed before the 2010 printing. Students taking the Level VI Certification Course are having problems with this while completing work projects and the final examination. The verbal guidance given to the students is that if a placard is misrepresenting the hazard, then one of the required proper placards must be missing. This may not always address the issue. If there have not been any roadside issues, a clarification now will prevent any possible issues in the future. |

This includes placards indicating a Highway Route Controlled Quantity (HRCQ) when not present." |
