| Summary of Issue | The examples of decal issuance Examples 1 through 7 are in the wrong place within Operational Policy 5. Also, Example #4 is not correct based on the recent changes in regards to automatic brake adjusters. |
| Justification or Need | Move the examples to appear after "Vehicle Inspection". This is where it speaks to issuing the decal and inspection of Critical Vehicle Inspection Items. And, reword Example #4 to reflect the new policy in regards to automatic brake adjusters. |
| Request for Action | Amend the Operational Policy 5 Example #4 as follows and put Examples 1 through 7 after "Vehicle Inspection" and before "Vehicle Re-Inspection": Example #4 - A vehicle has two separate required automatic brake adjusters out of adjustment. When you point this out to the driver, he gets out a toolbox and properly adjusts each brake. Because only the brake adjustment problem was remedied and there is still a violation that the brake is not adjusting automatically as it should be, the vehicle does not receive a CVSA decal. Or, Example #4 - A 1992 vehicle has two separate manual brakes out of adjustment. When you point this out to the driver, he gets out a toolbox and properly adjusts each brake. Because the problem was remedied and no other Critical Vehicle Inspection Items violations were found, the vehicle receives a CVSA decal. |
