Summary of Issue

Based on the response from the brake manufacturers and industry, it has been recommended that a ?Broken Chamber Return Spring\" be added to the 20% brake criteria.Also remove lining from a.(2)(a). Linings are covered in their own section.

Justification or Need

For the same reason the broken spring brake was added to the North American Standard Out-of-Service Criteria (OOSC)last year, a broken chamber return spring could affect the operation of the brake resulting in the brake not adjusting properly, not returning all the way resulting in an inaccurate brake stroke measurement. In addition, the spring could further break into additional pieces and possibly wedge in a position where the debris could prevent the service and the parking brakes from applying.Having lining in the \"missing and broken\" paragraph is confusing. There is a specific section for linings.

Request for Action

Amend the North American Standard Out-of-Service Criteria (OOSC), Part II, Item 1.a.(2)(a) and 3(a) by adding this defect as follows:(2) Drum (Cam-Type and Wedge) Air Brakes,(a) Missing or broken brake shoe, return spring, anchor pin, spider, cam roller, camshaft, pushrod, yoke, clevis pin, brake adjuster, parking brake power spring, chamber return spring, or air chamber mounting bolt. And, (3) Air Disc Brakes (Exposed Pushrods and Direct Coupled ? Air Chamber to Caliper),(a) Missing or broken caliper, brake pad, pad retaining component, pushrod, yoke, clevis pin, brake adjuster, parking brake power spring, chamber return spring, or air chamber mounting bolt.
