| Summary of Issue | Several Level I inspections involving combination vehicles are being incorrectly placed out-of-service when brake measurements violate the 20% criterion (i.e. all brakes out of adjustment are on one unit, but the inspector places both units OOS). There is no clear indications in the North American Standard Out-of-Service Criteria (OOSC) which instruct inspectors on which unit(s) to place out-of-service. As an NASI instructor, it would be helpful to have located within the OOS 20% criterion area a note indicating such. |
