| Summary of Issue | In Part II of the North American Standard Out-of-Service Criteria (OOSC), Item 2. Coupling Devices (When in Use) needs to be amended by deleting the (When in Use) from the title. It should also be removed from the Critical Vehicle Inspection Item list. |
| Justification or Need | When dealing with Critical Vehicle Inspection Items, any violations with that item result in that vehicle not receiving a CVSA decal. With the (when in use) as part of the Critical Vehicle Inspection Item title, it is indicating that a coupling device component is only a Critical Vehicle Inspection Item if it is being used. Therefore it would be interpreted that if defects and violations are found on a coupling device that is not in use, the vehicle would still receive a CVSA decal. This is not the intent. The intent is that the OOS criteria only applies to the coupling device if it is being used. |
| Request for Action | Remove the (when in use) from the Critical Vehicle Inspection Item list and from the Title in the Out of Service Criteria. Add a note under the OOS criteria title in Part II, Item 2. Coupling Devices that says: "NOTE: The application of this out-of-service criterion only applies when the device is in use." |
