| Summary of Issue | In Part II of the North American Standard Out-of-Service Criteria (OOSC), item 6. LIGHTING DEVICES, b. At Anytime - Day or Night, (2), the language in the parentheses is confusing to new inspectors during training. In the description it does not indicate whether the vehicle is operated singularly or in combination. As a result of the current language, out-of-service conditions are overlooked because some inspectors misinterpet the current language. |
| Justification or Need | Vehicles being operated in combination with double faced turn signals on the truck/tractor and inoperative turn signals on the semi-trailer may not be placed out-of-service due to current language. |
| Request for Action | In Part II of the North American Standard Out-of-Service Criteria (OOSC), item 6. LIGHTING DEVICES, b. At Anytime - Day or Night, (2), ?does not have an operative turn signal visible on each side of the rear of a single unit vehicle or the rear of the rear most vehicle of combination of vehicles.? (Truck tractors when not operated in combination e.g. bobtail - unless the turn signals on the front are so constructed (double faced) and located to be visible to passing drivers, two turn signals on the rear of the vehicle, one at each side. (393.9 - Inoperable/obscured, 393.11 - Missing) |
