| Summary of Issue | Currently there are two out-of-service violations being recorded separately for the 11 and 14 hour rule. As is the brake out-of-adjustment issues of stacking, both of these seem to have the same concept. With each of these violations, a 10 hour rest period (or such time as is required to place the driver back in service) will resolve both out-of-service issues. |

| Request for Action | Same as recording out-of-adjustment brakes, record both the 11 and 14 hours as violations but indicate only one of either the 11 or 14 hour violations (when both are applicable) as an out-of-service item. This would still require that both violations be resolved before the driver is placed back in service. Only one action would be necessary to resolve the issue(s) and the carrier would not be cited for two OOS against their safety profile. |
