| Summary of Issue | Item 10. TIRES, of Part II of the North American Standard Out-of-Service Criteria (OOSC), there is a uniformity issue with the application of the dual tire provision. Can conditions in sections 1,2,3,4, and 5 be combined with those listed for dual tires, sections 6,7, and 8 to create an OOS condition. Does the fact the some tires are in a dual application create any conditional benefits? There is differing applications between countries as well as some of the states. |

| Request for Action | Determine if dual applications should be a consideration for OOSC. Remove the dual tire conditions and apply the OOSC to all tires regardless of application or clarify what conditions can be combined to create the OOS condition. |
