Summary of Issue

Item 10. TIRES, of Part II of the North American Standard Out-of-Service Criteria (OOSC), there is a uniformity issue with the application of the dual tire provision. Can conditions in sections 1,2,3,4, and 5 be combined with those listed for dual tires, sections 6,7, and 8 to create an OOS condition. Does the fact the some tires are in a dual application create any conditional benefits? There is differing applications between countries as well as some of the states.

Justification or Need

Uniform enforcement of the OOSC and to ensure that vehicles likely to be in a hazardous condition are removed from the highway.

Request for Action

Determine if dual applications should be a consideration for OOSC. Remove the dual tire conditions and apply the OOSC to all tires regardless of application or clarify what conditions can be combined to create the OOS condition.
