Summary of Issue

In Part II of the North American Standard Out-of-Service Criteria (OOSC), Item 12.g. indicates that ineffective fasteners for 8 fasteners are two anywhere. However, in brackets there is a statement saying (including spoke wheels and hub bolts). This confuses the issue. The hub bolts referred to in these brackets are "hub-piloted wheel bolts" that attach a disc wheel to a hub. This terminology has been misinterpreted by inspectors or questioned as to whether the OOSC refers to hub-to-drum bolts or hub cap bolts. Neither is the case.

Justification or Need

This needs to be clarified in the criteria. The wheel manufacturers have been consulted and the intent was that these bolts are referring to the hub-piloted wheel bolts. Those fasteners are already addressed in the first part of the this section under Loose, missing, broken, cracked or stripped (both spoke and disc wheels). The information in the brackets at the end is redundant and only causes confusion.

Request for Action

Amend the Item 12. g. in the OOSC as follows: Loose, missing, broken, cracked or stripped wheel fasteners that are ineffective as follows: for 10 fastener positions - 3 anywhere or 2 adjacent; for 8 fasteners or less - 2 anywhere. (this applies to both spoke and disc wheels)
